What the Opening Establishes
First
Give 100 Formally Opens On the International Day of Peace, 21 September 2026, Give 100 — the Commonwealth observance honouring Queen Elizabeth II’s centenary — formally opens. One hundred Commonwealth Cities, one constitutional beginning, one year of giving.
Second
The Sovereign Shield Begins The Sovereign Shield begins its observance year on the International Day of Peace. Each of the 100 Commonwealth Cities convenes its Opening Semidon — the first of at least 100 Semidons to be held in each City during the Give 100 year. The observance culminates on 21 September 2027.
Third
The Founding Architecture Is Constituted In each City, the Founding Commission — three Founding Commissioners appointed to initiate the local civic structure — begins the formation of the City Centory, the Chapter Board of Trustees, the Chapter Executive Committee, and the handover of governance to the settled bodies.
Fourth
The Commonwealth Contribution to the IoP Is Advanced The institutional object of the Sovereign Shield is the Institute of Preemptology (IoP), incorporating the Queen Elizabeth II Centre for Cervical Cancer Elimination (QE2C) as its founding flagship. The Founding opens the year through which that institutional object is pursued — giving prevention a discipline, a home, and an accountable system of delivery.
The Institutional Object of Give 100
The Institute The Institute of Preemptology (IoP) The world’s first institution dedicated to a single mandate: preventing disease across the full life course, with individual physician accountability for defined populations. The Sovereign Shield seeks US$100 million for the Institute of Preemptology (IoP), including its training pipeline, mobile health systems, Preemptive Health Zones, founding institutional infrastructure, and QE2C as its founding flagship.
The Flagship The Queen Elizabeth II Centre for Cervical Cancer Elimination (QE2C) The IoP’s founding flagship and Commonwealth contribution: the first institutional proof of preemptology in practice, directed toward the elimination of a fully preventable cancer that still claims approximately 350,000 lives each year, 95% in the developing world.
What the Founding Constitutes in Each City
The Chapter GI, the [City] Chapter Each Give 100 City begins through a Founding Commission of three Founding Commissioners. The Commission initiates the local Chapter — formally GI, the [City] Chapter — and is publicly known as GIVA [City] or Givingtide [City]. These are synonymous public names of the same Chapter, not separate bodies.
The Centory The City Centory The Founding Commission initiates the City Centory: the City’s emeriti council of no more than 100 Centorians, admitted by invitation as holders of lifelong civic dignity. The Centory is the apex advisory and ceremonial council of the Chapter — the greatest, in permanent service to the least.
Governance Board of Trustees & Executive Committee The Founding Commission helps form the inaugural Chapter Board of Trustees — the fiduciary and reserve governing body — and initiates the Chapter Executive Committee, the annual operating body responsible for GIVA mobilisation, programmes, and the life of the Chapter year.
The Opening Semidon The Opening Semidon & the LAMP The Founding Commission prepares the Opening Semidon — the first cause-seeding gathering of the Give 100 year in each City, convened when Give 100 formally opens on 21 September 2026. The LAMP — Lead Anchor Municipal Philanthropist — serves as a leading philanthropic light within the Opening Semidon, recognised alongside LAMP Companions as part of the City’s Give 100 convening force.
The Civic Register of Origin

The Founding Record is the civic register of origin for the opening of the Give 100 year — the permanent inscription of those who helped constitute the founding civic architecture and inaugurate the observance across the 100 Commonwealth Cities.

Those Recorded Founding Commissioners, City Centory Curators, inaugural Trustees, Executive Committee members, LAMP and LAMP Companions, and all who played a material role in constituting the founding civic architecture of a Give 100 City.
Origin The Founding Record opens on 21 September 2026, the International Day of Peace — the constitutional beginning of the Give 100 year.
Continuity The Record is not a final ledger sealed at the end of a movement. It is the civic register of those who opened the observance and constituted its permanent local architecture.
Governance The Record preserves civic continuity from the constitutional opening of the Give 100 year into the permanent Chapter architecture.
The Discipline The Institute in Principle The Founding opens the year through which the world’s first institution dedicated to the discipline of prevention is established. The full logic of Preemptology is set out in The Discipline. The Discipline
The Flagship The First Proof of Practice The Queen Elizabeth II Centre for Cervical Cancer Elimination (QE2C) is the Institute’s first proof of practice and a founding flagship within the IoP. Its operational logic is set out in The Flagship. The Flagship
